Queensland Train Manufacturing Program

Downer

Systems Safety Assurance For The Downer QTMP

The Challenge

QTMP was established by Transport Main Roads, to support Southeast Queensland’s population growth, the opening of Cross River Rail and the Brisbane 2032 Olympic and Paralympic Games. The multi-billion-dollar project includes:

  • Design and manufacture of 65 new six-car passenger trains
  • Construction of new purpose-built manufacturing and maintenance facilities.

What We Did

Our team is providing safety leadership, technical support, and safety strategy for the program, ensuring alignment of safety programs across all three major assets, Rollingstock, Manufacturing Facility, and Maintenance Facility.

Plan Safe were engaged during the bid phase of the project and continue to deliver Systems Engineering and Safety Assurance (SESA) services for the project, including:

  • Development of the System Safety Management Plan for the project
  • Provision of detailed advice for the project leadership team on compliance with Rail Safety National Law
  • Facilitation of hazard identification and analysis workshops for all project assets
  • Development of all Design Safety Cases, for each asset
  • Ongoing client and ONRSR relationship management to ensure acceptance of assets once built
  • Requirements Management including update and maintenance of IBM DOORS™ Database
  • Developing Derived Requirements

The Outcome

Downer and its project partners are now delivering the QTMP with the support of our Rollingstock and Infrastructure systems and safety experts.

The Plan Safe team are working closely with Queensland Rail and Transport for Main Roads stakeholders.

Western Sydney Airport Metro

Human Factors Engineering for The New Western Sydney Airport Metro

The Challenge

To enable the new Western Sydney Airport, a new dedicated Metro Rail Line is being designed and built. The 23-kilometer new railway will link St Mary's with the new Bradfield Metro Station , connecting travellers from the new airport to the rest of Sydney’s public transport system. Siemens, as part of Parklife Metro are delivering technology for the six new stations, 12 new metro trains, core rail systems and the stabling and maintenance facility at Orchard Hills.

What We Did

Plan Safe are managing the entire Human Factors program for the new WSA Metro, including:

  • Development of a comprehensive and tailored Human Factors Integration Plan
  • Planning and facilitating specialist Human Factors analysis such as:
    • Task Analysis
    • Human Error Analysis
    • Workload Assessment
    • Human Reliability Analysis (HRA)
  • Management of the Siemens Human Factors Issues Register
  • Development of Human Factors Requirements for design and operations of the WSA Metro
  • Preparation of a detailed Human Factors Assurance Report that provides evidence of the HF work completed during development

The Outcome

Design and construction of the new WSA Metro is ongoing, and our detailed Human Factors work is contributing to a safer and improved environment for staff and passengers when the WSA Metro line items for service.

Sydney Growth Trains (SGT)

Systems safety assurance for new trains

The Challenge

As part of the $1.5 billion More Trains, More Services program, the Sydney Growth Trains project aims to provide customers with a new fleet of 24 eight-car comfortable, air-conditioned trains.

What We Did

Plan Safe were brought in during the early design phase, a month after contract award, and were involved until all 24 Initial Sets were in service. Our team were heavily involved in designing and implementing the system safety assurance program for the project.

Plan Safe prepared the System Safety Management Plan, facilitated all hazard identification and analysis workshops, and authored various Safety Cases, including the Design Safety Case, Dynamic Testing Safety Case, and Through Life Support (Maintenance) Safety Case.

The Outcome

The Sydney Growth Trains project has delivered 41 modern, double decked trains to the people of Sydney. It is the fastest ever delivery of trains from contract signing to passenger service in Australia.

Waratah and SGT ATP (European Train Control System)

Downer

Providing Systems Safety Leadership For The SIL4 Rated ATP (European Train Control System) Upgrade Of The Waratah Train Fleet (A-Sets) And SGT (B-Sets)

The Challenge

As part of the Automatic Train Protection (ATP)Project, the $120M Waratah ATP upgrade is required to provide additional safety benefits and more reliable services by ensuring trains operate within the permitted speed limit.

What We Did

Plan Safe were the system safety consultant for the project, providing specialist expertise to ensure the safe implementation of this critical safety system. Our consultants provided design safety assurance for the new ETCS system including management of all software safety aspects.

The Outcome

Plan Safe has delivered systems safety for the world’s first fully redundant integrated ATP/TCMS Driver workstation. The delivered ETCS workstation includes redundant displays with a first-of-its-kind manually selected Day/Night mode colour palette applied to the entire Driver Machine Interface.

Zonal Safeworking (ZSW) Safety Assessment and Benefits Report

Inland Rail

Safety Assessment and Assurance for the new Inland Rail Zonal Safeworking Procedure

The Challenge

While building the Inland Rail, an opportunity was identified to reduce the need for Protection Officers where there is no track and no possibility of the movement of rail traffic.

What We Did

Plan Safe and our partners Assured Rail Projects provided a comprehensive review and associated report, satisfying all ONRSR requirements and demonstrating that the application of ZSW ensures safety, SFAIRP.

The project demonstrates Plan Safe depth of experience across Rail Safety, railway operations, and safety management.

The Outcome

The report confirmed the safety of the updated Zonal Safeworking procedures and provided data that detailed how ARTC will benefit from avoiding direct and indirect costs on Inland Rail, and potentially across the wider ARTC business, from not needing to deploy a Protection Officer per Worksite.

Project Plans and SESA for Train Lifting Equipment

Windhoff

Development of Systems Engineering and Systems Safety Assurance, and Project Plans for the Windhoff / Sydney Metro Train Lift project

The Challenge

Sydney Metro Trains Facility(SMTF), Rouse Hill manages the operations maintenance and stabling for all Sydney Metro. The facility construction was completed in two stages, Stage 1 supporting 22 Metro trains for Sydney Metro Northwest. And, Stage 2, supporting 23 additional trains for Sydney Metro City & Southwest.

What We Did

Plan Safe delivered Systems Engineering and Systems Safety Assurance services for the new train lift being delivered in the Stage 2 SMTF Expansion project. This also included Human Factors and a suite of Management Plans to meet the project milestones of design, construct, test and commissioning.

The Outcome

The Plan Safe team successfully assisted Windhoff achieve delivery of their train lift and bogie turntable into the SMTF.

The finalised plans and reports allowed the client to get on with the design and delivery of their fantastic systems and equipment and avoid the endless loop of comments and document rejection.

Our team also successfully negotiated a tailored scope and responsibilities for our client, ensuring they were not liable for any additional work.

Edmonton to Gordonvale Level Crossing Removals

Systems Safety Assurance For The Project Design, Construction And Commissioning Phases

The Challenge

As part of the 10km Bruce Highway duplication near Cairns, the project included:

  • Realignment and upgrade of 4.5km of the Queensland Rail North Coast Line to accommodate the duplicated highway.
  • Removal of multiple at grade rail crossings and upgrade of boom gates at other crossings.

What We Did

Plan Safe have delivered Systems Safety Assurance services, including development of all hazard assessments and safety cases for the project.

The Outcome

The removal of the two level crossings will mean safer rail and road journeys for residents and visitors to North Queensland.

The Challenge

In preparation for a refranchising exercise, this major Australian tram operator required updates to its Safety Management System.

What We Did

Developed Engineering Safety Assurance, Human Factors and Fatigue Management Programs and Procedures.
